About the Site
The application site comprises approximately 7.5 hectares of land at Paddock Road/Moor Lane, Kirkburton, Huddersfield, HD8 0TT. The site falls within the Kirklees Metropolitan Borough Council area and is predominantly grassland, currently used for horse grazing, with a cluster of shipping containers forming an agricultural hub in the centre of the site.
The site is well connected, bounded by Moor Lane to the north‑west and Paddock Road to the east, with direct access to the local road network and onwards to the A629 and Huddersfield town centre approximately 2.5 km away. Local services are close by, including Kirkburton Middle School around 200 m to the south, several primary schools within a 10‑minute walk, bus stops on Moor Lane and Paddock Road immediately adjacent to the site and convenience shopping in the form of a Morrisons Daily and a Coop Supermarket. Huddersfield’s wider shopping, employment and leisure facilities are easily reached by car or bus. Overall, the site has a semi‑rural setting but is closely integrated with the services of the area.


Planning Context

The site is situated within the Green Belt; however, it represents an overall contained and logical opportunity for development that would not significantly compromise the strategic function of the wider Green Belt. In this regard the site is considered to meet the definition of ‘Grey Belt’ as set out in national planning policy. Any potential harm would be localised and mitigated through the landscape‑led approach that respects the valued landscape features, attributes and character.

The site is located within Flood Zone 1, which represents the lowest probability of flooding. Notwithstanding this, a Flood Risk and Drainage Assessment has been prepared and will be submitted as part of the planning application to Kirklees Metropolitan Borough Council. The report addresses flood risk and drainage within the site.

There is a Public Right of way along the western boundary of the site, connecting Burton Acres Lane and Moor Lane which will be retained and new footpaths are proposed within the site through areas of public open space.

The layout is landscape-led to ensure the proposal works with the existing levels on the site. Existing landscape features such as trees hedgerows are to be retained and strengthened where possible with supplementary planting, and biodiversity is to be enhanced.
